The firefighter who reached the impact zone and radioed the truth of 9/11
In short: Battalion Chief Orio Palmer was a rising star in the New York City Fire Department, renowned for his expertise in radio communications. On September 11, 2001, he led his team to the 78th floor of the South Tower, providing critical, real-time reports from deep within the disaster zone before the building collapsed.
Orio Palmer was a highly fit battalion chief of FDNY's Battalion 7, known for his intelligence and dedication. A five-time recipient of the department's physical fitness award, he was considered one of the most knowledgeable members regarding high-rise fire communications. He had even authored training materials on using repeaters to improve radio reception during emergencies. This expertise proved vital on September 11, 2001, when he and his team navigated the South Tower after it was struck by United Airlines Flight 175.
While most elevators were disabled, Palmer used his knowledge of the systems to reach the 41st floor. From there, he and his team ascended to the 78th-floor sky lobby, the impact zone. His radio transmissions during this ascent provided a rare, ground-level account of the conditions inside. He reported numerous civilian fatalities and confirmed that the area was open to the 79th floor. Crucially, Palmer and his crew maintained order in the stairwells and assisted the injured, playing an indispensable role in the evacuation efforts before the tower collapsed at 9:59 am.
The recordings of Palmer's final moments have become central to understanding the communication failures that hindered the FDNY that day. While he was able to maintain clear contact with the lobby command post for the first 15 minutes of his ascent, he eventually lost that link. He remained unaware of warnings about the building's structural integrity that were telephoned to the site from above. Today, Palmer is remembered not only for his bravery but for his role in the ongoing analysis of how the department responded to the crisis, with his name honored through a memorial fitness award and a street renaming in the Bronx.
