In short: Roh Tae-woo's political journey is a study in radical transformation. A key architect of a violent 1979 military coup, he eventually became South Korea's first president under its current democratic constitution. His career moved from suppressing uprisings to pioneering global diplomacy and hosting the 1988 Olympics.

Roh Tae-woo rose through the ranks of the South Korean military alongside his close friend Chun Doo-hwan. By 1979, as a major general commanding the White Horse Division, Roh played a pivotal role in the December coup that brought Chun to power. He was also instrumental in the violent crackdown on the Gwangju Uprising in May 1980. Despite this background, Roh began positioning himself as a reformer to secure the presidency during the burgeoning pro-democracy movement of June 1987.

To distance himself from the unpopular Chun government, Roh issued the June 29 Declaration, promising democratic reforms and direct presidential elections. This move effectively upstaged his predecessor and allowed him to win the December 1987 election with a plurality of 36.6% of the vote. Upon taking office in February 1988, he oversaw the Seoul Summer Olympics and initiated 'Nordpolitik,' an aggressive foreign policy that established diplomatic ties with the Soviet Union and China, significantly altering South Korea's geopolitical standing.

His legacy remains complex and contested. While his administration pursued 'growth with equity' and successfully navigated the simultaneous admission of both Koreas into the United Nations in 1991, he was also accused of continuing state cover-ups, such as sealing a cave containing victims of the Jeju uprising massacre in 1992. In 1996, Roh was convicted for corruption and his role in the 1979 coup and Gwangju massacre, receiving a 17-year prison sentence before being pardoned in 1997.
