From law student to national leader: the political ascent of Xavier Bettel
In short: Xavier Bettel has spent over two decades at the heart of Luxembourgish politics, serving as prime minister for a decade and now as deputy prime minister. Beyond his policy work, his career is marked by his status as a global pioneer for LGBTQ+ representation in the highest offices of government.
Born in 1973, Xavier Bettel entered politics early, joining the Democratic Party at age 15. His academic background includes degrees in public and European law, as well as political science. His rise was rapid; by 1999, at age 26, he became the youngest deputy in the Chamber of Deputies. He later served as mayor of Luxembourg City from 2011 to 2013 before leading his party to a coalition government, where he served as prime minister from 2013 to 2023.
Bettel’s tenure as prime minister was notable for both domestic reform and international visibility. Domestically, his government implemented significant changes, such as making all public transport in Luxembourg free of charge in 2020. On the world stage, he became the first openly gay prime minister to serve a second term in 2018. His personal life also made headlines in 2015 when he married Gauthier Destenay, the same year same-sex marriage was legalized in the country.
His career has not been without controversy. In 2022, he requested that Nancy 2 University revoke his DEA degree after investigations alleged that his 1999 master's thesis contained extensive plagiarism. Despite this and other political challenges, including a 2021 hospitalization for COVID-19, he remains a dominant force in Luxembourgish politics. As of December 2025, he holds an 80% popularity rating, consistently ranking as the country's most popular politician.
Today, Bettel serves as deputy prime minister and minister for foreign affairs in the Frieden-Bettel Government. His current portfolio includes development cooperation and foreign trade. He continues to engage in high-stakes diplomacy, such as his 2024 warning to Israel regarding the potential consequences of military action in Rafah, maintaining his long-standing role as a central figure in European political discourse.
