Albania aims to join the European Union by 2027
In short: Despite a complex path involving vetoes and bundled negotiations, Albania is now a frontrunner in the EU enlargement process. With a massive public mandate and a decoupled negotiation track, the nation is racing to close its remaining chapters and secure a seat in the Union.
Albania's journey toward EU membership began in earnest in 2000 when it was recognized as a potential candidate. It officially applied for membership on April 28, 2009, and was granted candidate status in June 2014. For years, its progress was complicated by a "bundled" approach with North Macedonia. This linkage was eventually severed in September 2024 due to a Bulgarian veto regarding North Macedonia's minority rights, allowing Albania to pursue its own independent negotiation path.
The timeline for accession has accelerated significantly. While Prime Minister Edi Rama initially acknowledged a 2030 goal as "very ambitious," recent political momentum has shifted expectations. In 2026, European Commissioner for Enlargement Marta Kos indicated that negotiations could be completed by the end of 2027. This ambitious target is supported by a roadmap expected to formally endorse Albania's goal of closing all negotiating chapters by December 2027, potentially allowing it to join shortly after Montenegro.
However, the path is not without hurdles. While Albania is a leader in the process—having already provisionally closed chapters on Science and Research, Education and Culture, and External Relations by July 2026—structural issues remain. Critics point to concerns over pretrial detention, judicial coordination, and media freedom. Aiming to close these disparities, a €6 billion Reform and Growth Facility was created by the EU for the Western Balkans, where Albania is slated to obtain €922 million by 2027.
