Why North Macedonia's path to the European Union remains a complex, stalled diplomatic puzzle

In short: North Macedonia has been an official EU candidate since 2005, yet its journey toward membership remains trapped in a cycle of historical disputes and vetoes. From renaming the country to satisfy Greece to navigating Bulgarian demands over identity and language, the integration process has become a test of political endurance.

The road to EU membership for North Macedonia began in 2000 with the Stabilisation and Association Process. Although the country became an official candidate in 2005, progress has been repeatedly obstructed by its neighbors. A long-standing naming dispute with Greece, which feared territorial ambitions, was finally resolved in 2018 through the Prespa agreement. This breakthrough allowed the EU to approve a pathway for accession talks, which officially launched in July 2022 following a revised French proposal.

However, a new obstacle emerged from Bulgaria, which has blocked the process over concerns regarding historical narratives, language, and minority rights. Bulgaria demands that North Macedonia recognize a shared history and include its Bulgarian minority in the constitution. These conditions have sparked significant domestic backlash, with many citizens viewing them as attacks on their national identity. Political parties like VMRO-DPMNE have consistently blocked the required constitutional amendments, leading to a political stalemate that has stalled the opening of the first negotiation chapters.

The situation has created a sense of disillusionment, with some analysts describing the process as a nightmare of endless demands. In September 2024, the EU decoupled Albania from North Macedonia, allowing the former to proceed with negotiations separately. Meanwhile, North Macedonia continues to face pressure from the European Parliament to implement reforms, combat corruption, and address concerns regarding foreign influence, all while struggling to find a consensus on how to satisfy Bulgarian requirements without compromising its own sovereignty.
