The 1777 decree that carved a nation out of a colony
In short: Before it was a republic, Venezuela was an administrative experiment in efficiency. In 1777, the Spanish Crown sought to solve a logistical nightmare: a territory too vast to govern from a distant capital. The solution was the Captaincy General—a move that centralized power and laid the geographic blueprint for a modern state.
The creation of the Captaincy General of Venezuela on September 8, 1777, was a strategic response to 'grave harm' caused by administrative delays. Because the provinces were too far from the capital of the New Kingdom of Granada (modern-day Colombia), the Spanish Crown issued the Royal Decree of Graces of 1777. This decree aimed to provide more autonomy by creating a unified government in Caracas that managed political, military, fiscal, ecclesiastical, and judicial affairs.
This reorganization was a key component of the Bourbon Reforms. It involved a complex shuffling of jurisdictions: the provinces of Maracaibo, Cumaná, Guayana, Trinidad, and Margarita were separated from the New Kingdom of Granada. To ensure judicial uniformity, these areas were transferred to the Audiencia of Santo Domingo before the Audiencia of Caracas was finally established in 1786. This centralization was designed to streamline the 'Royal Service' and protect against potential invasions.
The move also solidified economic and social structures. The 18th century saw significant growth in cocoa and tobacco exports, often driven by the Real Compañía Guipuzcoana de Caracas, which held a monopoly starting in 1728. While the Captaincy General provided the framework for the future nation, it also oversaw a period of intense frontier exploration and the expansion of plantation economies. Ultimately, the borders and administrative reach of this Captaincy General served as the primary basis for the territorial claims of the independent republic formed after 1830.
