The resurrection of a political alliance in Portugal
In short: Political alliances are often fleeting, but Portugal's Democratic Alliance (AD) has proven remarkably durable. After decades of shifting names and temporary dissolutions, this center-right coalition has navigated a turbulent path from the 1970s to a modern government role, surviving internal fractures and electoral wipeouts.
Formed mainly by the CDS – People's Party (CDS–PP) and the Social Democratic Party (PSD), the Democratic Alliance (AD) functions as a centre-right grouping. While it shares a name with a previous alliance that contested elections between 1979 and 1983, its modern iteration is a relaunch. The path to the current 2024 alliance was marked by several failed attempts and different branding, including a 1998 effort called Democratic Alternative and a 2004 coalition known as Força Portugal, which was eventually dissolved.
The coalition faced a significant crisis following the 2022 legislative elections, where the CDS–PP was wiped out of parliament for the first time in its history. The 2024 pact provided the CDS–PP with four potentially eligible spots and two easily eligible ones to guarantee their return to office. The Democratic Alliance agreement was finalised on 7 January 2024 by Gonçalo da Câmara Pereira, Nuno Melo, and Luís Montenegro, eventually welcoming the People's Monarchist Party (PPM) alongside various independent members.
The AD's recent trajectory has been defined by electoral victories and internal friction. Securing 42 percent of the ballots, it triumphed in the 2024 Azorean regional election, marking the initial time a PSD-led group finished first there in 32 years. It also won the March 2024 legislative election with 29 percent of the vote, leading to Luís Montenegro becoming Prime Minister. However, the coalition faced a confidence vote rejection in 2025 due to the Spinumviva case, leading to a May 2025 election where the AD won a stronger mandate with nearly 32 percent of the vote.
The alliance remains dynamic, evidenced by the 2025 departure of the PPM due to disagreements over election lists. This forced a name change to AD – PSD/CDS coalition after a Constitutional Court rejection of a previous proposal. The coalition also expanded its reach by signing a deal with the Earth Party (MPT) to include environmental policies in its program.
