In short: Beyond the borders of the bloc, the EU operates a vast network of over 140 delegations. But how does a single diplomatic service coordinate the foreign and security policies of an entire continent to promote stability and peace?

Established in 2011, the European External Action Service (EEAS) serves as the European Union’s diplomatic arm. It was formed through the merger of external relations departments from the European Commission and the Council, supplemented by staff seconded from the national diplomatic services of EU Member States. Despite providing assistance to the Council and Commission, the EEAS operates autonomously, possessing unique personnel and a distinct budgetary allocation.

The service is led by the High Representative for Foreign Affairs and Security Policy, a role currently held by Kaja Kallas. This official also serves as a Vice-President of the European Commission and chairs meetings for EU Foreign, Defence, and Development ministers. The EEAS is responsible for executing the EU's Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP), managing everything from humanitarian aid to crisis response.

The scale of its operations is significant. The EEAS maintains a global network of 'embassies,' known as delegations, and has overseen over 37 overseas operations since 2003. These include both civilian and military missions across Europe, Africa, and Asia. Notably, the service has also been a key player in international diplomacy, such as the efforts led by the High Representative between 2006 and 2015 that resulted in the Joint Comprehensive Plan of Action (JCPOA) regarding Iran’s nuclear program.

Today, the EEAS focuses on modern geopolitical challenges, including 'Green Diplomacy' for climate policy, 'Digital Diplomacy' to secure the EU's role in the digital world, and the 'Global Gateway' strategy to strengthen international links in energy, transport, and health. It also plays a critical role in election observation, having deployed over 160 missions in more than 60 countries since 2000.
