In short: How does a single individual represent 27 nations on the global stage? The EU High Representative must navigate a complex web of responsibilities, from leading a massive diplomatic network to chairing the Foreign Affairs Council, all while ensuring the Union's external actions remain consistent and effective.

The role of the High Representative for Foreign Affairs and Security Policy is a product of evolving European integration. Following the 1997 Amsterdam Treaty's creation, the Lisbon Treaty greatly broadened this role's remit when it became active in December 2009. This expansion granted the office holder the title of Vice-President of the European Commission and the authority to chair the Foreign Affairs Council.

Currently held by Kaja Kallas, the Estonian politician and former Prime Minister of Estonia, the role involves managing the European External Action Service (EEAS). This diplomatic service, established by the Lisbon Treaty, consists of officials from the EU and personnel seconded from national services. Overseeing 144 EU global offices, the High Representative also directs the EU Institute for Security Studies and the European Defence Agency.

The office's functions rely on a sensitive equilibrium of authority. The High Representative directs both the CSDP and CFSP, yet operates without independent decision-making power. Major decisions must still be taken by the EU member states within the Council. The High Representative is appointed by the European Council via a qualified majority, requiring the agreement of the Commission President and the consent of the European Parliament for a five-year term.

The responsibilities are vast, ranging from coordinating CSDP missions to ensuring that EU actions in trade, development, and humanitarian aid are cohesive. As a Vice-President, the High Representative ensures that the Union's external actions are effective, working to strengthen Europe's security and respond to modern threats like cyber and hybrid attacks.
