In short: For decades, the American Viscose plant was the heartbeat of Front Royal's economy. But behind the production of rayon for rocket nozzles lay a darker reality of environmental violations that transformed a massive employer into a Superfund site.

Between the 1930s and 1989, the American Viscose rayon plant served as Front Royal's principal employer, reaching a peak of 3,000 workers. During World War II, the facility played a strategic role, manufacturing rayon for tires, and later produced specialized rayon for rocket nozzles used by the National Aeronautics and Space Administration (NASA) and the Department of Defense. The facility was established by the American Viscose Corporation. This industrial presence helped shape the region's economic landscape for many decades following the Civil War.

The plant's operations ended abruptly in 1989 following a period of severe environmental mismanagement. In the five years leading up to its closure, the facility was cited for more than 2,000 environmental violations. Most notably, the plant was found to be emitting polychlorinated biphenyls (PCBs) into the Shenandoah River, which flows through the town at the confluence of its North and South Forks. The contamination of the river is particularly significant because the town sits exactly where the North and South Forks of the Shenandoah meet. This ecological impact remains a central concern for the local area.

Today, the site is known as the 440-acre Avtex Fibers Superfund Site. Cleanup operations started in 1989, with the removal of the facility's central structures occurring in 1997. The long-term vision for the land involves a transition from industrial blight to a community-focused space, with plans for an eco-friendly office park, 240 acres of conservancy park along the river, and 30 acres of soccer fields. The remediation process is an ongoing effort that began immediately after the plant ceased operations. Future development of the area is expected to include a 175-acre office park.
