In short: Yousef Al Otaiba has spent over five decades shaping UAE-US relations, moving from a high-level security role to championing international health and disability rights. His career illustrates how personal diplomacy can pivot from military strategy to humanitarian progress on the world stage.

Born in Cairo in 1974, Al Otaiba's early life was shaped by his father, Mana Al Otaiba, a petroleum magnate and former OPEC president. After attending the Cairo American College, he moved to Washington D.C. to study at Georgetown University. His professional trajectory began in the private sector with his family's automotive firm before transitioning into high-level government service. By age 26, he became a senior adviser to Mohammed bin Zayed Al Nahyan, serving as a principal security and defense liaison for eight years. He was raised in Cairo by his Egyptian mother as her only child. During high school, he first met the US ambassador to Egypt. His father served as the UAE's initial Minister of Petroleum.

In 2000, after graduating from the National Defense University’s Industrial College of the Armed Forces, Al Otaiba joined the immediate staff of the UAE's then-Armed Forces Chief of Staff. His career eventually transitioned into senior diplomacy, where he served as the Ambassador to the United States and Minister of State. While in this role, he managed key achievements such as the civilian nuclear partnership's 2009 US-UAE 123 Agreement and the normalization pact of the 2020 Abraham Accords. The UAE became the primary export market for American goods in the MENA region for over ten years under his watch. He also promoted communication regarding artificial intelligence and climate action. In 2017, he was officially promoted to a Minister of State position.

Beyond traditional statecraft, Al Otaiba has leveraged his platform for humanitarian health initiatives. He played a vital part in hosting the Special Olympics in 2019 within the UAE, marking its inaugural Middle Eastern appearance. His charitable efforts also target wellness and pediatric medical treatment, aiding groups like Washington, D.C.'s Children’s National Hospital while creating global chances for individuals with intellectual disabilities. He currently serves on the Board of Trustees at The American University in Cairo. His philanthropic work includes building youth soccer fields in neglected US neighborhoods. He also holds a seat on the Special Olympics Board of Directors.
