The rules of South Korean football are undergoing a structural overhaul
In short: The 2026 K League 1 season marks a pivotal shift in how professional football operates in South Korea. From lifting long-standing restrictions on foreign talent to restructuring the very composition of the league, these changes signal a new era for the nation's top flight.
The 2026 season introduces significant regulatory shifts regarding international talent and squad management. For the first time, clubs are permitted to register an unlimited number of foreign players, though they remain capped at five on the pitch or in the matchday squad. Notably, a ban on registering foreign goalkeepers is set to be lifted after 26 years. While these rules favor global integration, military-owned teams like Gimcheon Sangmu maintain a unique restriction: they are prohibited from signing any foreign players.
Tactical flexibility is also increasing with the move to five substitutions per match and the removal of the mandatory U22 appearance rule. However, a new penalty system ensures youth development remains a priority; while clubs no longer have to play U22 players automatically, failing to include at least two in a 20-man matchday squad results in an immediate reduction of the permitted squad size to 19 or 18 players.
The league is also preparing for a major structural transition. The current affiliation between the K League and the Korea Armed Forces Athletic Corps (Sangmu) expires at the end of 2026. This could lead to a reconfiguration of the league's membership, as new clubs may emerge from these entities in 2027. Furthermore, the top tier is set to expand to 14 clubs in 2027, creating a high-stakes promotion and relegation environment for the current season.
The competitive landscape features historic milestones, such as Bucheon FC 1995 making their first-ever promotion to the top flight. The league also navigates complex identity markers, including a homegrown system where foreign-born players raised in Korea are classified as domestic, and a legal framework that recognizes North Korean players as domestic under South Korean nationality law.
