North Carolina redrew its congressional map mid-decade to secure a Republican advantage in 2026
In short: In a rare move for the modern era, North Carolina lawmakers bypassed the governor to enact a new congressional map in late 2025. This mid-decade reconfiguration, aimed at strengthening GOP control, sparked legal challenges over its impact on the state's competitive districts and the historic Black Belt region.
The legislative push began in October 2025, when the North Carolina General Assembly unveiled plans to adjust congressional boundaries. By October 22, the state legislature had finalized Senate Bill 249, which redrew the 1st and 3rd districts. Because the governor, Josh Stein, lacks veto power over these maps, the legislation took effect immediately. This marked the first time in the modern era that the state altered its districts mid-decade without a court mandate.
The changes specifically targeted the 1st district, previously North Carolina's only competitive seat. By shifting its composition to include 22 full counties and a portion of Granville County, the map was designed to favor Republican candidates. Simultaneously, the 3rd district was reconfigured to incorporate eight full counties and most of Sampson County. These adjustments were part of a broader national trend in the 2025 redistricting cycle, following similar actions in states like Texas and Missouri.
Legal opposition emerged quickly. The NAACP, Common Cause, and other plaintiffs filed for an injunction, alleging the map diluted Black voting power and violated constitutional protections. However, a three-judge panel denied the request, concluding that the primary motivation behind the new lines was partisanship rather than racial discrimination. The court noted that even if the map disproportionately affected Black voters, the plaintiffs failed to prove discriminatory intent. By January 2026, the legal challenge was abandoned, leaving the new map in place for the November 3, 2026, elections.
