In short: Khalifa Haftar has spent decades navigating the volatile landscape of Libyan power. Once a key officer under Muammar Gaddafi, he later spent nearly twenty years living in Virginia as a U.S. citizen. Today, he commands the Libyan National Army, acting as the de facto ruler of eastern Libya.

Born in Ajdabiya in 1943, Khalifa Haftar rose through the ranks of the Libyan military, participating in the 1969 coup that installed Muammar Gaddafi. His military career hit a turning point in 1987 during the Chadian-Libyan conflict, where he was captured by Chadian forces following the disastrous Ouadi Doum airstrike. Gaddafi subsequently disavowed him, fearing Haftar might return as a political rival. This abandonment led Haftar to align with the U.S.-supported National Front for the Salvation of Libya, eventually settling in the United States around 1990.

Haftar returned to Libya in 2011 to join the uprising against Gaddafi. By 2014, he launched Operation Dignity, a military campaign targeting Islamist militias and the General National Congress. While he framed this as a mission to dismantle terrorist organizations, critics argue his actions were calculated to consolidate personal power. His governance of eastern Libya, established as a military dictatorship, has been marked by accusations of war crimes, including the alleged killing of prisoners of war in Derna in 2017.

His political survival is defined by shifting alliances and international backing. Despite his anti-Islamist rhetoric, he has partnered with Salafi Madkhali militias to bolster his ground forces. Internationally, he has received support from Egypt, the United Arab Emirates, and Russia, which has provided military assistance and printed currency for his administration. As of 2019, his attempts to seize Tripoli highlighted his ongoing ambition to control the entire nation, though his methods remain deeply polarizing, with former allies like Mohammed Hijazi labeling him a tyrant responsible for the country's persistent instability.
