How a simple car wash probe triggered the largest corruption scandal in Brazilian history
In short: In 2014, a federal investigation into money laundering unexpectedly exposed a massive, systemic cartel operating within Petrobras, Brazil’s state-owned oil giant. What began as a local inquiry spiraled into a national crisis, implicating high-level politicians and corporate executives in a multi-billion dollar scheme that reshaped the country’s political landscape.
The investigation, known as Lava Jato or Operation Car Wash, revealed that for over a decade, Petrobras managers collaborated with major construction firms to artificially inflate contract prices. By skimming roughly 3 percent from these deals, the cartel funneled approximately $2.1 billion into personal accounts and political campaign coffers, primarily benefiting the Workers’ Party and its coalition partners. This sophisticated network was reportedly established around 2003, during a period when Dilma Rousseff served as the company’s board chair.
The economic fallout was severe. As the scandal deepened, Brazil’s economy entered a sharp recession, with experts estimating that the company’s internal turmoil would shrink the national GDP by nearly one percent in 2015. Public confidence in the government plummeted, and by early 2015, President Rousseff’s approval ratings had collapsed to 14 percent. Although she faced impeachment in December 2015, the charges were linked to fiscal mismanagement rather than direct involvement in the Petrobras kickback scheme.
The operation relied heavily on plea-bargain testimony from figures like former executive Pedro Barusco, who agreed to return $100 million in stolen funds. While the probe was initially celebrated for its pursuit of accountability, it eventually faced intense scrutiny. Critics and Supreme Federal Court judges later questioned the methods used by prosecutors and Judge Sérgio Moro, with some officials describing the proceedings as a judicial error. The task force was ultimately disbanded in February 2021, leaving behind a legacy that remains deeply contested in Brazilian society.
