How Angola's state oil giant became an economic octopus before its forced transformation
In short: For decades, Sonangol functioned as the primary engine of the Angolan economy, managing everything from petroleum extraction to luxury hotels and international trading. Once a sprawling state-owned conglomerate riddled with corruption and nepotism, the company is now undergoing a radical restructuring to shed its peripheral assets and refocus on energy.
Established in 1976 following the nationalization of the company ANGOL, Sonangol was created to manage Angola's petroleum industry. Over time, it evolved into a vast, complex entity often described as an economic octopus. By the 2010s, its reach extended far beyond oil, encompassing aviation, banking, real estate, and hospitality. This expansion was fueled by the company's role as both a regulator and a producer, a dual mandate that allowed it to control exploration licenses while simultaneously operating its own commercial ventures across Africa, Europe, Asia, and the Americas.
The company's history is deeply intertwined with the regime of President José Eduardo dos Santos. During this era, Sonangol became a vehicle for graft, with assets transferred into private hands through opaque contracts and nepotistic appointments. Investigations later revealed that millions of dollars were diverted through shell companies and inflated management contracts. In 2016, the appointment of Isabel dos Santos as chairwoman sparked further controversy, leading to allegations of embezzlement and abuse of power. Following her dismissal in 2017, audits uncovered massive financial irregularities, including the transfer of millions to private entities controlled by her inner circle.
In response to these systemic failures, the Angolan government launched a series of reforms starting in 2019. The creation of the National Oil, Gas and Biofuel Agency (ANPG) stripped Sonangol of its regulatory powers, transferring the authority to supervise the industry and award contracts to a separate state body. As of 2024, Sonangol is actively divesting from its non-core businesses to refocus on its primary mission: the petroleum industry. These efforts, which include plans for a partial privatization by 2027, aim to transform the group into a transparent, corporate entity, marking a definitive end to its era as a sprawling, state-controlled conglomerate.
