In short: In early 1948, as the British Mandate neared its end, a military directive known as Plan Dalet was finalized. It transitioned Zionist forces from a defensive posture to an offensive strategy, fundamentally altering the landscape of the 1948 Palestine war.

Finalized on March 10, 1948, Plan Dalet was a set of military guidelines developed by the Haganah. Requested by David Ben-Gurion, the plan aimed to secure territory for a future Jewish state and defend its borders against anticipated invasions by regular Arab armies. While some historians view the plan as a defensive necessity, others argue it was an integral strategy for the expulsion of native inhabitants, a process often referred to as the Nakba.

The plan's operational mechanics were highly specific. According to historian Ilan Pappé, while the general section provided broad guidelines to political leaders, brigade commanders received clear-cut orders. These included lists of specific neighborhoods and villages to be occupied, destroyed, or cleared. Tactics involved laying siege to Arab villages, bombing urban neighborhoods, and using TNT to destroy houses and fields to prevent the return of inhabitants. The strategy relied on 'cleansing' border areas of Arab presence and fortifying a continuous Jewish-controlled line.

The implementation of Plan Dalet, beginning in early April 1948, led to significant shifts in the conflict. Notable operations included Operation Nachshon, which sought to break the blockade on Jerusalem between April 5 and 20, and the capture of urban centers such as Haifa, Tiberias, Safed, and Jaffa. These actions, alongside the widely publicized Deir Yassin massacre on April 9, contributed to the flight and expulsion of over 250,000 Palestinian Arabs. The plan effectively transformed the Haganah from an underground organization into a regular army, setting the stage for the establishment of the State of Israel.
