The diplomat who served two Trudeaus and survived a political comeback
In short: From a Saskatchewan farm to the highest levels of Canadian power, Ralph Goodale has navigated decades of political upheaval. He is the only MP to serve in governments led by both Pierre Trudeau and Justin Trudeau, maintaining influence through scandals, leadership shifts, and a remarkable return to federal politics.
Ralph Goodale's political journey is defined by resilience and longevity. First elected to the Parliament of Canada in 1974 at just 24 years old, he represented the riding of Assiniboia as a Liberal. He rejoined federal politics in 1993 amidst a Liberal landslide, following his time in Saskatchewan provincial politics as the Saskatchewan Liberals' leader (1981–1988).
His career has spanned critical roles, including Minister of Agriculture and Agri-Food, Minister of Natural Resources, and Minister of Public Works and Government Services. Notably, he served as Finance Minister under Prime Minister Paul Martin starting in December 2003, where he focused on balanced budgets and a national productivity agenda. This period was marked by intense scrutiny, including an RCMP investigation into potential leaks regarding income trust tax policies; however, Goodale was cleared of any wrongdoing.
Goodale's influence extended into the 21st century under Prime Minister Justin Trudeau. In 2015, he was appointed Minister of Public Safety and Emergency Preparedness. His unique position in Canadian history was solidified by being the only Member of Parliament to serve in the governments of both Pierre Trudeau and Justin Trudeau. Once he left elected office in 2019, he entered senior diplomacy, acting as Canada's High Commissioner to the United Kingdom between 2021 and 2025.
Beyond the halls of Parliament, Goodale has been called upon for specialized expertise, such as his 2020 appointment as Special Advisor to the Government of Canada regarding responses to international air disasters, including the Ukraine International Airlines Flight 752 crash.
