How a fictional city-state became the backdrop for India's highest-grossing Telugu film of 2023
In short: Salaar: Part 1 – Ceasefire is an epic action film set in the dystopian city-state of Khansaar. The movie follows the complex friendship between two princes, Deva and Varadha, amidst a violent power struggle. It became a massive commercial success, blending intense drama with ambitious world-building and high-stakes political intrigue.
The film centers on Khansaar, a fictional city-state established in 1127 by three tribes: the Mannar, Shouryaanga, and Ghaniyaar. Following Indian independence in 1947, the territory was declared autonomous by Siva Mannar and removed from official maps. The state operates under the Nibandhana, a constitution that governs 101 provinces overseen by eight Doras. The narrative tension arises from a brutal power vacuum following the 1985 massacre of the Shouryaanga tribe, an event orchestrated by Raja Mannar to consolidate his control.
Production of the film was a multi-year endeavor that began in January 2021. Directed by Prashanth Neel, the project faced numerous delays due to the COVID-19 pandemic, reshoots, and complex visual effects requirements. The film utilized innovative Dark Centric Theme technology to achieve its distinct visual style. With a budget of ₹270 crore, the production spanned locations including Telangana, Italy, and Budapest. The final cut, which features an intense 20-minute action sequence filmed at sea, was released on 22 December 2023.
Upon release, the film received an A-rating from the Central Board of Film Certification due to its graphic violence. Despite mixed critical reception regarding its pacing and similarities to earlier works, it achieved significant commercial success, grossing between ₹612 and 702 crore worldwide. It stands as the highest-grossing Telugu film of 2023. The story is designed as a two-part epic, with the sequel, Salaar: Part 2 – Shouryaanga Parvam, currently in development for a 2026 release.
