In short: Founded in 682 by Ilterish Qaghan, the Second Turkic Khaganate transformed from a group of 200 rebels into a dominant power spanning the Mongolian steppes. By balancing nomadic mobility with sophisticated military organization, they challenged the Tang dynasty for decades before eventually collapsing under the weight of internal civil war.

Following the collapse of the Eastern Turkic Khaganate in 630, the Tang dynasty reorganized Turkic tribes into prefectures and protectorates. By 679, dissatisfaction with Tang rule triggered a series of failed uprisings. Leaders like Ashina Nishufu and Ashina Funian attempted to restore the khaganate but were defeated by Tang forces, culminating in the public execution of 52 Turkic leaders in Chang'an in 681. These failures, however, set the stage for Qutlugh, a grandson of the last ruler, to gather survivors at Ötüken.

Renamed Ilterish Qaghan, Qutlugh unified the tribes through a rigorous military and administrative system known as the el, governed by legal norms called törü. His successor, Qapaghan Qaghan, expanded the empire significantly between 692 and 715, subjugating the Khitans and Yenisei Kyrgyz. The state’s power relied on nomadic cattle-raising and high mobility, which advisors like Tonyukuk argued was essential for survival. Tonyukuk famously warned against converting to Buddhism or building cities, fearing that sedentary life would erode the martial spirit that allowed them to extract wealth and silk from the Tang.

The empire's decline began after Qapaghan’s assassination in 715, triggered by internal dissatisfaction when Tang border defenses—specifically the re-established garrisons along the Yellow River—limited the Turks' ability to raid. A civil war between the lineages of Qapaghan and Ilterish further weakened the state. Although Bilge Qaghan and his brother Kul Tigin briefly stabilized the region, the khaganate fractured after Bilge's death in 734. By 744, an alliance of the Uyghurs, Karluks, and Basmyls destroyed the state, leading to the rise of the Uyghur Khaganate.
