The Houston mayor who cosplayed as anime icons to connect with his city
In short: From the halls of Harvard Law to the colorful world of anime cosplay, Sylvester Turner’s political career was defined by unexpected versatility. Whether navigating high-stakes libel lawsuits or appearing as Luffy from One One Piece, the former Houston mayor mastered the art of navigating complex urban landscapes.
Sylvester Turner’s political trajectory was marked by both significant legislative influence and intense public scrutiny. A graduate of Harvard Law School, Turner spent over 25 years in the Texas House of Representatives, where he championed various social and utility reforms. His legislative record included efforts to expand Medicaid access, protect electricity consumers from high fees, and increase mental health funding in Harris County from $32 million to $200 million. His legislative work also focused on the energy sector, where he fought to prevent utility companies from raising rates without state oversight. Additionally, he supported a program that allowed low-income residents to reduce their monthly electric costs by as much as 82%.
However, his path was not without controversy. In 1991, a televised investigative report alleging involvement in an insurance fraud scam derailed his first mayoral bid. While Turner successfully sued for defamation, the courts ultimately ruled that the broadcasts were false and defamatory but found he had failed to prove actual malice. Later, as Mayor of Houston from 2016 to 2024, he faced criticism regarding evacuation strategies during Hurricane Harvey, though he defended his decision by citing the logistical dangers of mass evacuations seen during Hurricane Rita. His tenure as mayor also saw him lead significant humanitarian efforts, such as coordinating the delivery of 55 pallets of aid to Puerto Rico following Hurricane Maria. He also navigated the complexities of managing a city budget that faced annual deficits between $100 million and $200 million.
Beyond policy, Turner was known for his cultural engagement. He famously participated in the opening ceremonies of Anime Matsuri, appearing in various cosplays, including characters from Naruto, Dragon Ball, and Demon Slayer. This penchant for connection extended to his advocacy for Houston's immigrant communities, where he helped establish the city's first Family Transfer Center to support asylum-seeking families during a period of historic migration. In his final political chapter, Turner was elected to the U.S. House of Representatives in November 2024 to succeed the late Sheila Jackson Lee. He served on committees dedicated to Science, Space, and Technology, as well as Homeland Security, until his passing in early March 2025.
