We can stop global warming without banning fossil fuels by using carbon takeback obligations.
In short: Global warming is often framed as a choice between energy security and climate action. But what if we could decouple fossil fuel use from planetary heating? By mandating that producers capture and store carbon dioxide, we could reach net zero without waiting for a complete transition to renewable energy.
The core of the proposal, championed by Professor Myles Allen and colleagues, is a policy known as Extended Producer Responsibility (EPR) for fossil fuels. Rather than relying solely on carbon taxes or hoping for a rapid global phase-out, this approach treats carbon disposal as a fundamental licensing condition for selling fossil fuels. By 2050, any company extracting or importing fossil fuels would be required to capture and permanently store one tonne of carbon dioxide for every tonne generated by their products.
This strategy, often called a Carbon Takeback Obligation (CTBO), shifts the burden of climate mitigation directly onto the fossil fuel industry. Proponents argue that this is the most efficient way to ensure the industry pays for the environmental damage caused by its products, especially as global demand for coal, oil, and gas is expected to persist well into the 22nd century. By making carbon capture a standard cost of production, the policy aims to stabilize the climate without dictating lifestyle changes or requiring taxpayer subsidies.
Critics and supporters alike acknowledge that this is not a replacement for transitioning to non-fossil energy sources. Instead, it is a necessary bridge to ensure that the fossil fuels we continue to use do not continue to warm the planet. While geological storage is currently the primary scalable solution, the policy remains flexible enough to incorporate emerging technologies. By focusing on the supply side, this approach offers a path to ending fossil-fuel-driven warming within a single generation, potentially removing climate change as a divisive political issue.
