In short: Born from Napoleon’s military victories in 1797, the Cisalpine Republic was designed as an independent sister state to France. While it promised liberty to a region long under Austrian rule, the reality was a client state governed by French interests, military mandates, and a revolving door of constitutions.

Following the Battle of Lodi in May 1796, Napoleon Bonaparte consolidated territories in Northern Italy, eventually decreeing the birth of the Cisalpine Republic on 29 June 1797. Modeled closely after the French Constitution of 1795, the new state featured a five-member executive directory and a two-chamber parliament. Despite the rhetoric of independence and the return of the 'sacred fire of liberty' to Italy, the republic remained a subaltern entity. France maintained control over local police and stationed 25,000 troops in the region, which the republic was forced to finance alongside its own 35,000-man army.

The republic’s governance was marked by instability and French intervention. In August 1798, French ambassador Claude-Joseph Trouvé dismissed the local directory, replacing it with a more centralized executive power. This pattern of interference continued as French generals, including Berthier and Brune, compelled the ratification of treaties and purged legislative councils that resisted French demands. Even the republic's borders were fluid; Napoleon expanded its territory through annexations, such as the inclusion of Novara in 1800, while shifting the republic's western frontier to the River Sesia.

The Cisalpine experiment faced existential threats, including a period of occupation by Russian and Austrian forces following the Battle of Cassano in 1799. After Napoleon’s return and the subsequent victory at Marengo in 1800, the republic was restored. However, its identity as a 'Cisalpine' entity was short-lived. In January 1802, an Extraordinary Consulta in Lyon renamed the state the Italian Republic, with Napoleon himself serving as president. This transition marked the end of the Cisalpine phase, as the state moved toward a new political configuration under the direct influence of the French Consulate.
