In short: Gaetano Mosca, a foundational Italian political theorist, argued that elite rule is not just a historical accident but an inevitable feature of all organized societies. By applying a rigorous historical method to political institutions, he identified the ruling minority—the classe politica—as the essential mechanism behind every government's power.

Mosca’s elite theory posits that in any community, affairs are handled by a small subset of members. This arrangement is not merely a preference but a structural necessity. While ancient thinkers like Plato justified this disproportionate influence through claims of superior virtue or wisdom, Mosca moved toward an empirical analysis of how these groups maintain control. He argued that the reproduction and transformation of these elite groups are the primary drivers of political change, rather than the class conflicts described by Karl Marx.

Unlike some of his contemporaries who viewed elite rule as a justification for authoritarianism, Mosca maintained a liberal perspective. He believed that the ruling class should not be monolithic or homogeneous. Instead, he argued that power should be distributed among diverse elements with varying origins and interests. When political power originates from a single, unchecked source, he warned that it becomes dangerous and oppressive. For Mosca, the ideal system involved interelite checks and balances that protect civil liberties.

Mosca’s work remains influential because it challenges the utopian belief that democracy can eliminate the divide between rulers and the ruled. By analyzing how elites gain and hold power, he provided a framework for understanding modern bureaucratic societies. Even as later thinkers like Joseph Schumpeter redefined democracy as electoral competition between elites, and rational-choice theorists used mathematical models to argue for the inevitability of elite agenda-setting, Mosca’s original insight—that a political class is essential for any rule to exist—remains a central pillar of political science.
