Why the world's most powerful climate action might start in city halls
In short: While global summits dominate the headlines, a different kind of diplomacy is unfolding in urban centers. Through networks like C40 Cities, mayors are leveraging their local authority to tackle the climate crisis, linking environmental sustainability directly to economic prosperity and social justice for millions of urban dwellers.
The fight against climate change is increasingly being led by municipal leaders. Eric Garcetti, the 4/2nd Mayor of Los Angeles and chair of C40 Cities, argues that transforming a city is a fundamental way to change the world. C40 Cities is a global network of megacities committed to the climate crisis, representing 80 cities, 600 million urban residents, and a quarter of the global economy. As the chair of this network, Garcetti utilizes his experience from leading the Los Angeles City Council between 2006 and 2012 to drive these international sustainability efforts.
This urban-led approach focuses on integrating environmental targets with social equity. In 2015, Garcetti introduced the Sustainable City pLAn for Los Angeles, which established ambitious goals across 14 categories, including clean energy, water conservation, and green jobs. This programme aims to steer a municipality, projected to gain 500,000 inhabitants during two decades, towards greater health and fairness. The initiative's scope covers critical areas such as waste management, transportation, and urban livability. These targets are designed to guide the city through a period of significant demographic shifts.
Beyond individual cities, mayors are building coalitions to influence national policy. In 2014, Garcetti co-founded the Mayors’ National Climate Action Agenda (MNCAA), a group that has grown to 75 members representing 41 million urban Americans. These localized efforts aim to rebuild societies more sustainably in the wake of global disruptions like the COVID-19 pandemic, ensuring that the transition to a green economy also promotes economic and social justice.
