How one financier’s advice to Elizabeth I shaped modern monetary theory
In short: Sir Thomas Gresham was far more than a mere merchant. As the financier to Queen Elizabeth I, he navigated the dangerous waters of espionage and currency fluctuations, ultimately leaving behind a legacy that defined the relationship between value and money.
Born in London around 1518 or 1519, Sir Thomas Gresham was a pivotal figure in the financial history of England. Educated at the University of Cambridge and trained in law, he rose to become a powerful merchant and financier. His expertise was put to the ultimate test while serving as an agent for the English government in the Low Countries, where his duties included negotiating with foreign creditors and even engaging in espionage and the smuggling of bullion and war materials.
Gresham’s influence was deeply felt in the royal court. He famously advised Queen Elizabeth I to recoin the English currency after her father had debased it with inferior metals. This period of monetary instability was exacerbated by exchange rate fluctuations caused by the repayment of international loans and interest. To combat this, Gresham operated within the foreign-exchange market and even proposed the creation of an exchange-equalization account to stabilize the economy.
To provide a central hub for London's bankers and traders, Gresham established the Royal Exchange. Construction began in 1566 and was completed in 1568; though originally called the 'Bourse,' it was renamed the Royal Exchange by royal proclamation in 1571. He is forever linked to 'Gresham's Law,' a concept captured by the phrase 'bad money drives out good,' explaining how low-grade coins can push superior ones from circulation.
The legacy of Gresham's work was celebrated in 2019, marking the 500th anniversary of his birth with a special lecture at Gresham College, the institution he founded.
