Why do we call excessive bureaucratic hurdles red tape?

Why are Bureaucratic Obstacles Referred to as “Red Tape”? · 3:17 · Video: Today I Found Out · Watch at the source

In short: The term red tape describes burdensome administrative processes. This video explores its origins in the 16th-century court of Charles V, the Holy Roman Emperor, whose vast empire required an enormous administrative system to manage his global holdings.

The phrase originated over 400 years ago during the reign of Charles V (1500-1558). As the ruler of the Habsburg, Valois-Burgundy, and Trastámara dynasties, Charles oversaw a massive empire that spanned from Spain to Hungary and the Netherlands to Sicily, alongside significant territories in the New World.

Managing such a sprawling domain necessitated a complex administrative apparatus. It was within this extensive bureaucracy that the practice of using red tape to bundle official documents first emerged, eventually becoming a metaphor for the rigid and excessive procedures we recognize today.
