Italy's television landscape is defined by a long-standing duopoly and deep political influence
In short: Italian television emerged from experimental 1930s broadcasts to become a highly politicized industry. Today, the market remains dominated by a state-owned public broadcaster and a massive commercial network. This unique media environment, shaped by historical monopolies and rapid digital transitions, continues to influence how millions of Italians consume information and entertainment.
Television in Italy began with experimental broadcasts in 1939, but the onset of World War II halted progress for over a decade. Regular transmissions finally commenced on January 3, 1954, under the state-owned RAI. For years, RAI held a strict monopoly, and early attempts by private entities to challenge this, such as Giuseppe Sacchi’s 1972 station Telebiella, were quickly dismantled by government intervention. It was not until the 1980s that Silvio Berlusconi’s Fininvest emerged, establishing a commercial powerhouse that would eventually create the enduring duopoly between RAI and Mediaset.
This broadcasting environment is widely perceived as overtly politicized. Unlike the British BBC, which operates under an independent board, Italy’s public broadcaster RAI remains under the direct control of the national parliament. This structure has impacted public perception; a 2008 poll revealed that only 24% of Italians trusted television news, a figure significantly lower than the 38% recorded in the UK. Consequently, Italy stands out as one of the few nations where online sources are frequently viewed as more reliable than television for news.
The transition to digital technology has been a major focus of recent decades. Italy mandated a shift from analog to digital terrestrial television, a process completed in 2012. The government actively promoted this change, offering financial incentives for decoder purchases. Today, the market has expanded beyond traditional terrestrial signals to include satellite platforms like Sky Italia and various IPTV services. Despite this technological diversification, the core competition remains anchored by the two giants, RAI and Mediaset, which together command a significant majority of the national viewing audience.
