In short: Emerging from a 1974 military mutiny, the Derg seized control of Ethiopia, dismantling the ancient monarchy to install a brutal Marxist-Leninist regime. Over seventeen years, this secretive junta orchestrated mass political purges, enforced radical land reforms, and weaponized famine, leaving a legacy of trauma that continues to shape Ethiopian politics.

The Derg, meaning 'committee' or 'council' in Amharic, began as a coordinating body of junior officers and police in June 1974. Initially, they operated with a veil of secrecy, electing Major Mengistu Haile Mariam as chairman. By September 1974, they had deposed Emperor Haile Selassie, formally establishing the Provisional Military Administrative Council. Their early agenda focused on abolishing feudalism and nationalizing land, yet they lacked a cohesive ideology until they adopted Marxism-Leninism, viewing it as a vehicle to fulfill the demands of a popular uprising.

The regime’s consolidation of power was marked by extreme violence. The 'Red Terror' campaign, initiated in 1976, sought to eliminate political rivals, resulting in hundreds of thousands of deaths. Mengistu, who emerged as the undisputed dictator by 1977, utilized state media to project a totalitarian image while managing a unitary government. The junta’s policies, including forced resettlement and villagization, were catastrophic. During the 1983–1985 famine, the government deliberately limited aid to rebel-held regions in Tigray and Eritrea, contributing to an estimated 1.2 million deaths.

By the late 1980s, the Derg’s reliance on Soviet support crumbled as the Eastern Bloc retreated from global expansion. Despite rebranding as the People's Democratic Republic of Ethiopia in 1987, the regime could not withstand the pressure of internal insurgencies. In May 1991, the Ethiopian People's Revolutionary Democratic Front captured the capital, forcing Mengistu to flee to Zimbabwe. Subsequent legal proceedings in Ethiopia convicted many officials of genocide, though the definition used—targeting political groups—remained distinct from international standards. Today, the Derg remains a symbol of the devastating costs of unchecked authoritarianism.
