In short: From a low-ranking officer to the absolute ruler of Ethiopia, Mengistu Haile Mariam presided over a regime defined by the Red Terror and catastrophic famine. Today, he lives in luxury in Zimbabwe, shielded by asylum despite being convicted of genocide by an Ethiopian court for his role in mass killings.

Born in 1937, Mengistu Haile Mariam climbed the ranks of the Ethiopian military before seizing power in the 1974 revolution that ended the Solomonic dynasty. As chairman of the Derg, a Marxist-Leninist military junta, he consolidated control through the Red Terror, a violent campaign against political rivals and civilians. During this period, thousands were murdered, with bodies often left in streets to be scavenged by hyenas. Families were even forced to pay a tax for the bullets used to execute their relatives.

Mengistu’s governance was marked by radical economic shifts, including the nationalization of land and private industry, which contributed to severe agricultural decline. His regime faced multiple crises, including the 1977-1978 Ogaden War and the devastating 1983-1985 famine, which alone is estimated to have caused between 500,000 and 2,000,000 deaths. By the late 1980s, internal rebellions and the withdrawal of Soviet support weakened his position, leading to his flight to Zimbabwe in May 1991.

In 2006, an Ethiopian court found Mengistu guilty of genocide in absentia, sentencing him to life imprisonment for crimes including illegal homicide and property confiscation. Despite these findings, he remains in Zimbabwe, where he has been a protected guest of the late Robert Mugabe. Zimbabwean officials have cited Mengistu’s historical support for their own independence struggle as the reason for refusing extradition, leaving him to live out his life in exile while his home country continues to seek justice.
