In short: Born from the Cold War to monitor Soviet communications, ECHELON evolved into a massive, multi-national signals intelligence system. While critics dubbed it a Big Brother without a cause, the program remained shrouded in such deep secrecy that the United States government refused to acknowledge its existence for years.

Established in 1971 under the UKUSA Security Agreement, ECHELON was a collaborative effort between Australia, Canada, New Zealand, the United Kingdom, and the United States. Initially designed to intercept diplomatic and military transmissions from the Soviet Union and its allies, the network grew significantly by the end of the 20th century. It functioned by utilizing ground stations strategically located to intercept satellite communications, with early facilities like the one at Yakima, Washington, becoming operational in 1974.

The system's reach was vast, capable of monitoring telephone calls, faxes, and data traffic. Investigative reports and whistleblowers, such as Margaret Newsham and Perry Fellwock, gradually exposed the network's existence, revealing that it was not merely a tool for foreign intelligence but also capable of targeting political figures and private businesses. By 2001, the European Parliament conducted a formal investigation, concluding that ECHELON was likely a method for sorting captured signal traffic. Despite this, the US government maintained its silence, even cancelling meetings with European investigators.

The true scope of the program was only fully confirmed in 2015 through documents leaked by Edward Snowden. These disclosures revealed that ECHELON was part of a larger umbrella program called FROSTING, which had been established in 1966 to process data from communications satellites. While the rise of fiber-optic cables has since supplanted much of the satellite-based communication that ECHELON was built to intercept, the legacy of the network remains a landmark case study in the intersection of global technology, industrial espionage, and the extreme lengths of state-level surveillance.
