Can a regional jet perform the duties of a massive surveillance aircraft?
In short: The Embraer R-99 is a Brazilian military marvel built from a civilian regional jet. Despite its smaller size, the Brazilian Air Force claims it provides 95% of the capability found in much larger airborne early warning and control aircraft used by other nations.
Developed in the 1990s to meet Brazilian Air Force (FAB) requirements and export demand, the R-99 is a specialized conversion of the Embraer ERJ 145 civil jet. To meet military needs, these aircraft are typically equipped with a pair of Rolls-Royce AE 3007 turbofan engines, which provide 20% more thrust than their civilian counterparts. The platform is highly versatile, with different designations for different roles: the E-99 serves as an airborne early warning and control (AEW&C) aircraft, the R-99 acts as a remote sensing platform, and the P-99 is a maritime patrol variant.
The aircraft's utility has been proven in diverse, high-stakes environments. In September 2003, an R-99 helped Peruvian authorities locate 71 hostages held by the Shining Path by detecting VHF signals. In June 2009, an R-99's synthetic-aperture radar located debris and victims of Air France Flight 447 800 km away from the Fernando de Noronha Archipelago, even under poor weather and nighttime conditions. More recently, in 2022, Hellenic Air Force EMB-145H aircraft flew daily combat missions monitoring NATO airspace over Romania and Bulgaria during the Russian invasion of Ukraine.
The fleet continues to evolve. While Embraer has proposed the P-99 anti-submarine warfare variant—capable of carrying torpedoes and anti-ship missiles—no prototype has flown. Instead, the FAB has focused on modernizing its existing fleet. This modernization, which began in 2013, includes the E-99M, which features an Erieye-ER radar. This upgrade significantly extended the detection range from 450 km to 723 km. While the P600 AEW is a potential future successor, the modernized E-99M is expected to remain in service for a long time.
