In short: From unofficial Civil War banners to a design sparked by closed-door sessions, Georgia's state flag has never been simple. Its evolution reflects a deep struggle between celebrating Southern heritage and addressing the painful legacy of slavery and racist policies through its changing symbols.

Georgia did not have an official state flag until October 17, 1879. During the Civil War era, several unofficial banners were used, including the 'Bonnie Blue Flag'—a single white star on a blue field—and a white flag with a red star. Another design featured the state seal with three pillars, though its use after the Civil War (1861–65) is unconfirmed.

The state's flag design has undergone significant transformations. The first official version used a vertical blue stripe at the hoist, resembling the Confederate 'Stars and Bars' but with different stripes. In 1956, the state adopted a new design that replaced the horizontal stripes with the Confederate Battle Flag. This version was highly controversial; opponents argued it recalled slavery and racist policies, while proponents viewed it as a symbol of Southern heritage.

Following unsuccessful attempts to change the flag during the 1996 Atlanta Olympics, a new design was adopted on January 24, 2001, after being created largely behind closed doors. This version was quickly criticized, leading to a new design being approved by the legislature on May 8, 2003, and legalized via a statewide referendum in March 2004. The current flag, finalized on February 19, 2003, features a red-white-red triband and a blue canton containing the gold state coat of arms, the motto 'In God We Trust', and 13 white stars representing Georgia's status as one of the original 13 U.S. states.

The modern design is reminiscent of the Confederate Stars and Bars. Georgia remains one of the few states with references to the Confederacy and is one of only three U.S. states—alongside Florida and Mississippi—to include the national motto, 'In God We Trust', on its flag.
