What actually defines a liveable city in the modern world?
In short: Is a high quality of life a matter of personal preference or measurable infrastructure? The Economist Intelligence Unit attempts to quantify 'liveability' by weighing six distinct pillars, from public health and corruption levels to the availability of sports and cultural goods.
The Global Liveability Index, published annually by the Economist Intelligence Unit (EIU), evaluates 173 cities worldwide. Rather than relying on subjective happiness, the index uses a structured framework to assess how well an urban environment supports human life. In 2025, Copenhagen emerged as the world's most liveable city, while Damascus was ranked as the least liveable.
The methodology relies on six core categories that determine a city's standing. Stability is given the highest weight at 25% of the total score. This category includes critical metrics such as the availability of publicly funded healthcare, general healthcare indicators from the World Bank, and Transparency International’s data on corruption levels. These factors suggest that safety and institutional integrity are the primary foundations of liveability.
Beyond basic stability, the index examines the 'texture' of urban life through culture, environment, education, and infrastructure. This includes specific assessments of cultural availability via four distinct indicators, as well as food and drink variety. The index also tracks consumer goods and services, international transportation quality, and sporting availability across three different sport indicators.
The results often reflect a geographic trend: cities from the Western world frequently dominate the top 10 rankings. This concentration is attributed to the widespread availability of goods and services in these regions, combined with lower levels of personal risk and more effective infrastructure systems. By quantifying these variables, the EIU provides a standardized lens through which to compare diverse global urban centers.
