A rare dual-degree legislator bridges the gap between medical practice and federal policy
In short: Herb Conaway is the only member of the New Jersey legislature to hold both an M.D. and a J.D. degree. A former Air Force captain and practicing physician, he has spent decades balancing clinical work with public service, recently transitioning from state assembly leadership to the U.S. House of Representatives.
Born in 1963 in Trenton, New Jersey, Herbert Clark Hoover Conaway Jr. followed a path that combined academic rigor with public duty. After graduating from Princeton University in 1985 with a thesis on Black political strategy, he earned his medical degree from Jefferson Medical College and a law degree from Rutgers School of Law. This unique dual-qualification background has defined his career, particularly in his legislative focus on public health. From 1992 to 1996, he served as a captain in the United States Air Force Medical Corps, working at McGuire Air Force Base before entering state politics.
Conaway served in the New Jersey General Assembly from 1998 until 2025. During his tenure, he became a prominent voice on health policy, notably opposing legislation in 2011 that would have allowed parental exemptions for mandatory vaccinations, citing concerns over disease spread. By 2019, he supported the elimination of religious exemptions for school vaccinations. His legislative career also included significant leadership roles, serving as deputy speaker and majority whip. He continued to practice medicine throughout his time in office, currently directing an internal medicine clinic at St. Francis Medical Center.
In 2025, Conaway began his term as the U.S. representative for New Jersey's 3rd congressional district after winning the 2024 general election with 53.2 percent of the vote. In Washington, he has leveraged his medical expertise to address modern healthcare challenges. In July 2026, he co-introduced the Protecting Patients from Automated Denials Act alongside Representative Greg Murphy. This bipartisan proposal seeks to mandate physician review for Medicare Advantage prior-authorization denials that rely on artificial intelligence, a move supported by the American Medical Association. His current committee assignments include the Committee on Veterans' Affairs, where he serves as Vice Ranking Member, and subcommittees focused on tactical forces and cyber innovation.
