Ukraine's highest honor distinguishes between military valor and civilian achievement
In short: Established in 1998, the Hero of Ukraine title serves as the nation's premier decoration. While many associate such honors with battlefield bravery, the award actually splits into two distinct paths: one for military heroes and another for those who have shaped the nation through labor, science, or culture.
The decoration was created by President Leonid Kuchma in 1998, drawing structural inspiration from Soviet-era honors like the Hero of the Soviet Union and the Hero of Socialist Labor. However, Ukrainian law introduced a key distinction: while Soviet recipients could be awarded the same title multiple times, a Ukrainian citizen can only receive each specific distinction once. This allows for a unique progression where a recipient might hold both the Order of the State and the Order of the Gold Star.
The two classes of the award are specifically categorized by the nature of the achievement. The Order of the Gold Star is reserved for military recipients, while the Order of the State is granted to civilians. The medals themselves are intricately designed with gold medallions and ribbons featuring the blue and yellow of the Ukrainian flag. The Gold Star medallion, for instance, features a 35 mm five-pointed star set within an oak leaf wreath.
The scope of the award is vast, spanning from scientists like Borys Paton, the first recipient in 1998, to athletes and cultural figures. It can be awarded posthumously, as seen with the firefighter Vasily Ignatenko, who was honored in 2006 for his role during the Chernobyl disaster. By July 26, 2026, at least 1,328 people had received the honour, demonstrating its lasting importance in celebrating individuals who greatly advanced the country's sovereignty and growth.
