How India’s maritime sentinels evolved from anti-smuggling patrols to a modern naval force
In short: Born from the need to curb rampant sea-borne smuggling in the 1960s, the Indian Coast Guard has transformed into a critical maritime law enforcement agency. Today, it protects India’s vast coastline, manages search and rescue operations, and serves as a vital pillar of national security under the Ministry of Defence.
The Indian Coast Guard (ICG) emerged as a solution to a growing economic crisis. By the 1960s, illicit sea-borne trade threatened India's domestic stability, forcing the Indian Customs Department to repeatedly request naval assistance. Recognizing that these law enforcement duties distracted from its core military mission, the Indian Navy pushed for a dedicated maritime service. Following recommendations from the Nagchaudhuri Committee in 1971 and the Rustamji Committee in 1974, the ICG was formally established under the Coast Guard Act of 1978.
Although initial bureaucratic friction suggested placing the service under the Ministry of Home Affairs, Prime Minister Indira Gandhi ultimately decided it should operate under the Ministry of Defence. This placement ensures the ICG remains integrated with national security infrastructure. The service is headed by a Director-General, currently Paramesh Sivamani, and maintains a complex command structure spanning five regions, including the Andaman and Nicobar Islands. Its responsibilities are extensive, ranging from protecting offshore oil installations like those at Bombay High to serving as the Lead Intelligence Agency for coastal borders.
Operational capability has expanded significantly since the 2008 Mumbai attacks, which highlighted vulnerabilities in maritime surveillance. The ICG now aims to field 200 ships and 100 twin-engined aircraft by 2030. A notable milestone in its history occurred in 1999, when the ICG successfully intercepted the hijacked cargo ship MV Alondra Rainbow, leading to a landmark legal victory against armed piracy. Today, the force continues to modernize, evidenced by the 2024 foundation of a high-tech data center in Delhi designed to streamline command and control across its vast network of ships and shore-based offices.
