A former Arkansas governor built a massive cable empire across Indonesia after leaving office
In short: Jim Guy Tucker’s political career ended in a fraud conviction, but his business life took an unexpected turn. After battling severe illness and legal turmoil, he pivoted to international telecommunications, eventually constructing the largest cable and internet infrastructure in Indonesia during a period of intense financial and political instability.
James Guy Tucker Jr. was a prominent figure in Arkansas politics, serving as attorney general, a U.S. representative, and eventually governor. His time in the governor's mansion concluded abruptly in 1996 following a conviction for conspiracy and mail fraud linked to the Whitewater investigation. Facing potential impeachment and constitutional barriers to holding office as a felon, he resigned his post. His political life was marked by a long-standing rivalry with Bill Clinton, who had previously served as both attorney general and governor of the state.
Beyond his political ambitions, Tucker was a serial entrepreneur. Starting in the 1980s, he and his wife, Betty, developed cable television systems in Arkansas, Texas, and Florida. By the 1990s, their interests expanded globally, including ventures in London. However, his most significant international project began in the late 1990s in Indonesia. Despite a severe financial crisis in 1998 that nearly bankrupted their local operations, Tucker collaborated with the Riady family to launch a new entity, Kabelvision. This firm expanded rapidly across major Indonesian hubs, including Jakarta, Surabaya, and Bali.
The venture eventually merged into AcrossAsia Multimedia Ltd., which was listed on the Hong Kong stock exchange in 2000. This enterprise established the most extensive cable and internet network in the country at that time. Tucker’s business success occurred alongside a lifelong struggle with primary sclerosing cholangitis, an autoimmune condition that necessitated a liver transplant in 1996. He remained active in his later years, donating his personal and political archives to the University of Arkansas at Little Rock before his death in 2025 at age 81.
