A coastal navy trapped by its own geography
In short: The Korean People's Army Navy is a massive force of hundreds of vessels, yet it remains largely confined to the coast. Divided into East and West fleets that cannot support one another, the navy struggles to project power beyond a 50-kilometer exclusion zone.
The KPAN is primarily a brown-water or riverine navy, designed for coastal defense rather than deep-sea operations. While the fleet includes hundreds of combat vessels—ranging from small patrol craft to cruisers—most are unable to operate more than 50 nautical miles from the shore. This limitation is exacerbated by a lack of replenishment oilers, which prevents the deployment of a larger, sustained green-water navy. This restricted range is further compounded by the fact that the majority of the fleet's combat vessels are stationed near the demarcation line. Consequently, the force remains heavily oriented toward immediate littoral protection.
The navy is split into two distinct operational zones: the East Coast Fleet, headquartered at Toejo Dong, and the West Coast Fleet, headquartered at Nampo. Because of geographical constraints, these fleets cannot exchange vessels or provide mutual support during a conflict. This fragmentation means that even in peacetime, it is difficult for a ship from one coast to visit the other.
Despite these limitations, the KPAN focuses heavily on clandestine infiltration and coastal defense. The inventory includes specialized assets like midget submarines and high-speed 'Very Slender Vessels' designed to pierce waves at speeds exceeding 100 km/h to insert special forces. Additionally, the navy maintains significant mine warfare capabilities and coastal defense artillery, including 122 mm, 130 mm, and 152 mm systems, to protect strategic ports and territorial waters. The navy also utilizes specialized fire-support units, such as the Chaho, which feature central rocket launchers for ground troop assistance. Furthermore, the fleet maintains a diverse inventory of submarines, including Soviet-era Whiskey-class and Chinese Romeo-class models.
