Texas holds the record for the most counties in any U.S. state
In short: With 254 distinct counties, Texas leads the nation in local administrative divisions. While these boundaries define the geography of the Lone Star State, they also represent a complex history of shifting borders, vanished territories, and unique governance structures that differ significantly from neighboring states.
Texas's current county landscape is built upon its colonial past. Spanish and Mexican authorities initially partitioned the territory into various municipalities (municipios). Following Texas's 1836 independence, these 23 municipalities were established as primary counties. Over time, many were subdivided, with a significant wave of creations occurring in the 1870s—particularly near the northwest—largely carved out from Bexar County. The state's borders have also been dynamic. At least thirty-two counties established by Texas law no longer exist for various reasons: some were judicial counties, others were abolished by legislative act, and many lost their territory to other states or regions. For instance, Santa Fe County once encompassed a vast area including parts of modern New Mexico and Wyoming before being abolished under the Compromise of 1850. Similarly, Greer County was separated from Texas by a U.S. Supreme Court ruling in 1896. Governance in these counties follows a specific hierarchy. A county judge plus four elected commissioners comprise every commissioners' court. In large counties, the judge acts as the chief executive officer; in smaller ones, they perform judicial duties. Unlike other states, Texas prohibits consolidated city-county governments. Instead, cities and counties must use 'interlocal agreements' to share services like tax collection or infrastructure, maintaining a strict separation between municipal, county, and independent school district authorities.
