How the Deputy Ruler of Dubai is reshaping the emirate's financial and media landscape
In short: Born into the ruling family of Dubai, Sheikh Maktoum bin Mohammed Al Maktoum holds a sprawling portfolio of leadership roles. From overseeing national finance and stock exchanges to managing cultural heritage and technology investment funds, he is a central figure in the strategic evolution of the United Arab Emirates.
Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, born in 1983, serves as a pivotal architect of Dubai's modern economic strategy. Appointed as deputy ruler in 2008, he has since taken on significant federal and local responsibilities, including his role as the Deputy Prime Minister and Minister of Finance of the United Arab Emirates since September 2021. His influence spans across diverse sectors, from chairing the Dubai Media Incorporated to presiding over the Financial Audit Authority, reflecting a broad mandate to oversee both public governance and private-sector development.
A major focus of his recent work involves the modernization of Dubai's financial markets. In 2021, he was tasked by his father, Sheikh Mohammed bin Rashid Al Maktoum, to supervise the emirate's stock exchanges. This led to the listing of the Salik road toll system on the Dubai Financial Market and the formation of the Dubai Markets Supervisory Committee. To drive innovation, he launched the Future District Fund in November 2021, a AED 1 billion initiative designed to attract technology start-ups and encourage them to list on local exchanges, with an ambitious target of establishing 1,000 companies within five years.
Beyond finance, Maktoum’s portfolio includes the management of Dubai's cultural and technological infrastructure. He chairs the Dubai Technology and Media Free Zone Authority and the Dubai Culture and Arts Authority, which is responsible for preserving the emirate's heritage. His involvement extends to regional development as well, such as the Hatta Master Development Plan launched in 2021. Educated at the American University in Dubai and having completed training at Harvard, he balances these high-level administrative duties with his position as a key representative of the UAE in international economic and political summits.
