Mississippi's second district is a unique political and geographic corridor along the river
In short: Spanning 275 miles along the Mississippi River, the state's second congressional district is a distinct region defined by its geography and demographics. It stands alone in Mississippi as the only majority-black district and the sole area currently represented by a Democrat, highlighting its unique position within the state's political landscape.
The district encompasses a vast portion of Western Mississippi, including the fertile Mississippi Delta. Its geography is expansive, stretching roughly 275 miles in length and 180 miles in width. This area incorporates 28 full counties, along with segments of Hinds and Madison counties. Major urban centers within these borders include Jackson, Vicksburg, Natchez, Greenville, Clarksdale, Greenwood, and Clinton. The district's political identity is marked by a strong Democratic lean, as indicated by a D+11 rating on the Cook Partisan Voting Index, making it the only district in the state to hold this designation.
Beyond its political status, the district serves as a significant hub for higher education. It hosts four of the state's eight public four-year institutions: Alcorn State University, Delta State University, Jackson State University, and Mississippi Valley State University. Three of these—Alcorn State, Jackson State, and Mississippi Valley State—are Historically Black Colleges and Universities and share membership in the Southwestern Athletic Conference. These institutions are vital to the region, which faces substantial economic challenges. As of 2017, the district was identified as one of the most impoverished in both Mississippi and the entire country, with a poverty rate of 26.2%.
Representation for this district is currently held by Democrat Bennie Thompson. The district's boundaries are complex, particularly in Hinds and Madison counties, where it shares territory with the third congressional district. For instance, while the second district includes most of Jackson and Canton, it excludes parts of eastern Jackson and shares specific communities like Gluckstadt and Flora with its neighbor. This intricate mapping reflects the district's long-standing role as a central, albeit economically struggling, corridor that connects diverse communities across the western edge of the state.
