Why this New Jersey suburb bans Sunday shopping yet leads the nation in retail
In short: Paramus, New Jersey, is a retail anomaly. Despite enforcing some of the strictest blue laws in the United States, which shutter most non-essential businesses every Sunday, the borough generates more annual retail sales than any other ZIP Code in the country. It is a paradox of commerce and local tradition.
Incorporated in 1922, Paramus evolved from a quiet truck-farming community into a massive commercial powerhouse. Its transformation accelerated in the 1950s, when developers realized that the intersection of Route 4 and Route 17 offered prime, flat land for large-scale retail. By the 1960s, the borough had become a premier shopping destination, bolstered by New Jersey's lack of sales tax on clothing and food, which drew crowds from neighboring New York.
The borough's restrictive Sunday laws were born from a desire to manage the rapid growth of the mid-20th century. Proposed in 1957 while major malls like the Garden State Plaza were still being built, these regulations were intended to curb the severe highway congestion that threatened to overwhelm the area. Today, the Paramus Borough Code prohibits most forms of Sunday labor, including retail, with narrow exceptions for essential services like gas stations and grocery stores.
The economic impact of these laws remains a subject of debate. While some officials, including former Governor Chris Christie, have argued that repealing the restrictions could generate over $1 billion in additional revenue and millions in tax income, local voters have historically resisted change. In 1993, a majority of Bergen County voters rejected a referendum to repeal similar county-wide blue laws. Despite the one-day-a-week closure, the borough continues to thrive, housing five major indoor shopping centers and serving as a critical hub for the region's economy.
