In short: Launched in 2015, the Pradhan Mantri Awas Yojana is a comprehensive government scheme designed to address the housing needs of low and moderate-income families. By integrating financial subsidies with essential infrastructure like electricity, water, and sanitation, the program seeks to transform living conditions for millions across India's urban landscape.

The Pradhan Mantri Awas Yojana (PMAY) represents a significant evolution in India's public housing strategy. While early efforts like the 1957 Village Housing Programme provided modest loans, modern initiatives have scaled up dramatically. PMAY, launched by Prime Minister Narendra Modi in June 2015, operates through two primary pillars: PMAY-Urban and PMAY-Gramin. The urban component targets economically weaker sections and low-income groups, aiming to facilitate home ownership through interest subsidies and direct financial assistance. To qualify, applicants must not own a dwelling unit anywhere in India, ensuring that support reaches those most in need.

A core feature of the scheme is its focus on holistic development. Rather than providing only a structure, the program converges with other national missions to ensure that new homes are equipped with essential utilities. This includes access to clean cooking gas via the Ujjwala Yojana, electricity through the Saubhagya Scheme, and sanitation facilities under the Swachh Bharat Mission. Furthermore, the policy mandates that ownership of these houses must be held by females or jointly with males, a deliberate step toward empowering women within the household unit.

The scale of the project is immense, with millions of houses approved across thousands of cities and towns. Implementation is structured in phases, with specific investment targets and central assistance commitments. For example, by February 2018, the government had approved nearly 40 million houses, including those from the subsumed Rajiv Awas Yojana. Financial incentives are tiered based on income levels, with interest subsidies ranging from 3% to 6.5% for eligible beneficiaries. By prioritizing disabled and older persons for ground-floor allotments and utilizing eco-friendly construction technologies, the initiative attempts to balance rapid urban expansion with social equity and environmental considerations.
