The most crucial aide to India's prime minister holds cabinet status
In short: In the corridors of power, the Principal Secretary to the Prime Minister serves as the administrative head of the Prime Minister's Office. While they are often retired civil servants, their influence is immense, ranking 7th in the national Order of Precedence and advising on the nation's most critical domestic and foreign policies.
The role of Principal Secretary to the Prime Minister (PS to the PM) is a cornerstone of Indian governance, functioning as the administrative chief of the Prime Minister's Office. While the position is typically filled by retired civil servants—most commonly from the Indian Administrative Service (IAS) and occasionally the Indian Foreign Service (IFS)—the gravity of the role was significantly elevated in 2019. Since that year, the officeholder has been accorded the status of a cabinet minister, placing them 7th in the Order of Precedence of India.
The lineage of this office traces back to the post-independence era under Jawaharlal Nehru, which succeeded the office of the Governor-General of India's secretary. The Prime Minister's Secretariat was initially headed by a joint secretary-ranked officer. Lakshmi Kant Jha, an Indian Civil Service official, became the inaugural secretary to a Government of India-ranked officer in the secretariat following an appointment by Lal Bahadur Shastri.
N. Haksar becoming the inaugural appointee. Today, the Principal Secretary is considered the prime minister's most crucial aide. Their responsibilities are vast: they advise on high-level policy, oversee ministries assigned by the prime minister, and coordinate the internal activities of the Prime Minister's Office. They are responsible for preparing notes for discussions with senior dignitaries and ensuring that critical files reach the prime minister for approval. While usually a single post, the Appointments Committee of the Cabinet has the power to appoint an additional principal secretary, a move that occurred only once in May 2014 with the appointment of Pramod Kumar Misra.
