How India's Top Diplomat Evolved From Career Bureaucrat to Global Foreign Policy Architect
In short: The Minister of External Affairs is one of India's most senior cabinet roles, responsible for steering the nation's global interests. While historically held by politicians, the office has recently seen a shift toward career diplomats, most notably with the appointment of S. Jaishankar, a former foreign secretary with decades of experience.
The office of the Minister of External Affairs was established in August 1947, originally titled the Minister of External and Commonwealth Affairs. India's first prime minister, Jawaharlal Nehru, held the position throughout his 17-year tenure, setting a precedent for prime ministers to oversee foreign policy. In 1950, the role was renamed to its current title. While several prime ministers have since held the portfolio as an additional charge, it is rare for other cabinet ministers to do so, though V. K. Krishna Menon served as a de facto minister during the Nehru era.
The transition of the office is best exemplified by S. Jaishankar, who became the first career diplomat and foreign secretary to lead the ministry in 2019. Born in 1955, Jaishankar joined the Indian Foreign Service in 1977 and spent decades navigating complex international relations. Before his ministerial appointment, he served as ambassador to China from 2009 to 2013 and to the United States from 2013 to 2015. His bureaucratic background includes serving as foreign secretary from 2015 to 2018, the highest position within the Ministry of External Affairs.
Jaishankar’s career is marked by high-stakes negotiations, including his role in the 2005 Indo-U.S. civil nuclear deal and managing border tensions with China. His expertise spans nuclear diplomacy and strategic bilateral relations, having served in diverse postings from Moscow to Singapore. His appointment reflects a broader trend where deep technical and diplomatic experience is increasingly integrated into the highest levels of political decision-making, moving beyond the traditional reliance on career politicians to manage India's complex global footprint.
