How China attempted to build world-class universities for the 21st century
In short: In 1995, China launched Project 211, an ambitious state-led initiative to modernize higher education. By selecting over 100 institutions for intensive funding and research support, the government aimed to revitalize the nation through science. Yet, after two decades, the project was officially retired in favor of a new strategy.
Initiated in November 1995 under the leadership of CCP general secretary Jiang Zemin, Project 211 was designed to prepare approximately 100 universities for the challenges of the 21st century. The name itself served as a shorthand for the goal of successfully running 100 higher education institutions. The project was formally established through a construction plan issued by the State Planning Commission, the State Education Commission, and the Ministry of Finance, with the primary objective of raising research standards and fostering socio-economic development.
The implementation occurred in phases. The first batch of 15 universities was selected in 1995, followed by an expansion of 80 institutions in December 1996. Subsequent phases in 2005 and 2008 added further universities, eventually bringing the total number of participating public institutions to 116 by 2008. These schools received significant government sponsorship, which was intended to elevate their status and research output on the global stage.
By 2015, the landscape of Chinese higher education shifted under the administration of Xi Jinping. The government introduced the Double First-Class Construction project, which sought to promote world-class universities and disciplines. Consequently, in June 2016, the Ministry of Education officially nullified Project 211. Officials cited several structural issues that had emerged over the years, including a lack of healthy competition, redundant overlaps between institutions, and an uneven distribution of resources. The transition marked a move toward integrating resources more efficiently to meet modern academic demands.
