The Realm of New Zealand is a collection of states united by one monarch.
In short: Beyond the sovereign state of New Zealand lies a complex, non-federated realm. This collection of territories and autonomous states shares a single head of state, yet operates under distinct legal arrangements. From Antarctic claims to Pacific islands in free association, the realm represents a unique constitutional architecture in the modern world.
The Realm of New Zealand is not a federation, but a collection of jurisdictions united by the monarch of New Zealand, currently Charles III. This unitary monarchy spans New Zealand proper, the self-governing states of the Cook Islands and Niue, the non-self-governing territory of Tokelau, and the Ross Dependency in Antarctica. While the governor-general represents the monarch throughout the realm, the Cook Islands maintain a distinct King's Representative, a position held by Sir Tom Marsters since 2013.
The relationship between these entities varies significantly. The Cook Islands and Niue are in free association with New Zealand, meaning they are self-governing and the New Zealand Parliament cannot unilaterally pass legislation for them. Conversely, Tokelau remains a non-self-governing territory under New Zealand's administration. The Ross Dependency, claimed by the British government in 1923 and entrusted to New Zealand, remains an uninhabited Antarctic territory whose sovereignty is not recognized by nations like Russia or the United States.
The future of this structure faces potential shifts. A 2016 poll indicated that 59 per cent of New Zealanders supported transitioning to a republic. If New Zealand were to remove the monarch as head of state, the Realm of New Zealand could theoretically persist in a different form. The Cook Islands and Niue would then face choices regarding their own heads of state, ranging from maintaining allegiance to the monarch to adopting their own, while potentially continuing their free association with a republican New Zealand.
Despite these constitutional nuances, the realm functions through shared elements, such as an informal currency union and equal treatment under New Zealand nationality law for those born in these regions before 2006. The leaders of these four inhabited states and territories have formalized their cooperation through the Realm of New Zealand Leaders' Meeting, which was first held in 2026.
