In short: San Jose transformed from an agricultural hub into a global technology powerhouse through a radical, mid-century growth campaign. By annexing land in narrow, strategic tentacles, city leadership effectively walled off neighbors and fueled an urban expansion that redefined the region, ultimately cementing its status as the heart of Silicon Valley.

Founded in 1777 as the Pueblo de San José de Guadalupe, San Jose was California’s first civilian settlement. For nearly two centuries, it remained an agricultural center, but the post-World War II era triggered a seismic shift. Under the leadership of City Manager A. P. 'Dutch' Hamann, who served from 1950 to 1969, the city embarked on a relentless annexation campaign. His administration, nicknamed 'Dutch's Panzer Division,' expanded the city's footprint from 17 square miles to 149 square miles by absorbing surrounding communities.

Hamann’s strategy was as clever as it was controversial. To secure tax revenue, he targeted major shopping areas and annexed narrow strips of land along roadways, creating 'tentacles' that stretched across the Santa Clara Valley. This maneuver effectively blocked the expansion of neighboring towns and forced development into San Jose’s sphere of influence. While this growth was initially unchecked, it eventually sparked an anti-growth movement in the 1970s, leading to the establishment of urban growth boundaries and a shift toward denser, multifamily housing.

The city's economic identity evolved alongside its physical borders. The transition from canning and agriculture to high-tech manufacturing was accelerated by defense contracts during World War II and the subsequent arrival of IBM in 1943. By 1988, Mayor Tom McEnery officially adopted the motto 'Capital of Silicon Valley.' Today, San Jose remains a global leader in innovation, boasting one of the highest GDPs per capita in the world, though it continues to grapple with the complexities of its rapid, mid-century sprawl and the ongoing challenges of water security and seismic risk.
