In short: From the luxury of a Parisian hotel to a Belgian training camp, the history of SHAPE is a saga of Cold War tensions, French withdrawal, and the search for a secure command center far from the reach of enemy strikes.

Established in 1951 under the leadership of General Dwight D. Eisenhower, the Supreme Headquarters Allied Powers Europe (SHAPE) was originally the headquarters for Allied Command Europe (ACE). Its first operational period was brief and nomadic, beginning at the Hôtel Astoria in Paris before moving to a permanent facility in Rocquencourt, France, in April 1951. This early structure was designed to bolster European defenses following the Korean War, utilizing a 'tripwire' strategy that relied heavily on nuclear 'massive retaliation' to deter Soviet aggression.

The headquarters' presence in France ended abruptly due to political friction. By February 1966, French President Charles de Gaulle expressed deep dissatisfaction with Anglo-American dominance within the NATO command structure, stating that the new world order had stripped the alliance of its justification for military integration. Consequently, France announced its withdrawal from the NATO military structure, mandating that SHAPE and all other NATO installations vacate French territory by April 1967.

The search for a new home led to Belgium. While General Lyman Lemnitzer initially hoped to remain near NATO's political headquarters in Brussels, Belgian authorities insisted that SHAPE be located at least 50 kilometres away to protect it from being a primary wartime target. The Belgian government ultimately offered Camp Casteau, a 2 km² army training camp near Mons. This move, finalized in September 1966, provided economic investment to the region and established the permanent home SHAPE maintains today, even as its scope expanded beyond Europe in 2003.
